CHINA-EU ISSUES 2005-2010: Commonalities, Limitations, Potential

The European Union and China, during the fall of 2003, vowed to expand their already comprehensive relations into one of many "strategic partnerships" that China maintains around the world. Then two crosscurrents of world politics unintentionally propelled this partnership into one of global strategic significance. One is the US neglect of China due to its preoccupation with Iraq, and the other the vehement trans-Atlantic dispute over lifting the European arms embargo on China. This dispute is now, in the words of one European official "in coma", but has set in motion three regular global strategic dialogues on "the Rise of China" between the EU and US, between the US and China and between the EU and China.
